Professional public administration is devoted to the maximization of two principles: responsiveness (to the citizens being served) and efficiency (in the provision of public services). When these two values can be promoted by the same action decisions are easy and the administration enjoys the feeling of accomplishment. Much harder are the decisions that pose a conflict between these principles. The example of Romanian emergency health care system where major changes concerning responsibility, cooperation, and decentralization are needed could represent an interesting case study in the field of public services management and particularly of the reform of administrative services.
