In recent years, especially with the beginning of the aggression of the Russian Federation against Ukraine, the requirements for the preparation of military units and battle staffs of all levels of the Armed Forces of Ukraine have increased significantly. Preparation is carried out during the activities of operational and combat training of troops (forces). But at present, the effectiveness of such activities does not yet meet the requirements of the present. Material and technical basis of preparation is significantly outdated. Only recently began the intensive preparation of battle staffs using modern information technologies (simulation software or constructive simulators). New high-tech teaching methods are just beginning to be used in combat and operational training programs of the Armed Forces of Ukraine. The use of these methods involves the use of a modern simulation base that provides for the implementation of combat and operational training in the Armed Forces of Ukraine at all levels - tactical, operational and strategic. Therefore, the question of defining a new concept for creating such a simulator base becomes very important. In the article, the proposals from the concept of creating such a training base in the Armed Forces of Ukraine, as well as the basis for the application of modern information technologies and high-tech systems, are provided. The article gives recommendations on the implementation of LVC - the concept of training troops (forces) also.
