QUALIFICAÇÁO PROFISSIONAL PARA O EMPREENDEDORISMO: uma alternativa ao desemprego?
Abstract
The analyse the development of the Qualification State Plan (QSP) in the state of Ceará, in Brazil, based on the testimony of some of the involved parIs (education institutioris and the State Secretariat of Labor) in its performance. lt includes the performance process of this Plan as of its most important goal: focusing ot lhe vocation education courses on the demand of lhe labor market in the state of Ceará. This study based on lhe articulation between the literature on lhe relationship between labor and education, within the scope of lhe later changes on international capitalism and on lhe organizalion of labor, and lhe reflections lhat approaches labor force education policies, Iocusing on QSP and the elements collected in lhe interviews carried oul with the QSP administralor agencies of lhe state of Ceará and the executor group that took part in the program, as well as those included by means of reading and analysis oflicial documents.
