The paper is devoted to the research of the concept of “power” as represented by the lexical units used in the speech given by B. Obama at the EU-USA Summit in Brussels (2014). The speech is pivotal in the current political situation. The found means of the verbal representation of the concept of power lead to the dual understanding of the essence of power as “power for” and “power over”. Democracies are subject to the idea of “power for” as taking into action the ideals of justice, fairness and equality of people. Dictatorships, being adherent to the ideal of “power over”, pursue their own goals in stretching their control over a community and far beyond it.
