With the rapid growth of urbanisation, environmental issues such as atmospheric pollution and ecological degradation are becoming increasingly prominent; therefore, it is crucial to investigate the coupled and coordinated development path of atmospheric ecology governance and urban cleanliness governance. This study builds an evaluation index system and applies the entropy value method and the coupled coordination degree model to conduct an in-depth analysis of the comprehensive development level and the coupled coordination relationship between atmospheric ecology and urban cleanliness in Shaanxi between 2011 and 2021. The study's findings indicate that, during 2011–2021, the comprehensive evaluation index of atmospheric ecological governance and urban cleanliness governance in Shaanxi exhibited a gradual upward trend, indicating that certain achievements have been made in atmospheric governance and urban cleanliness in recent years, but that there is still room for further improvement. In particular from 2011 to 2015, atmospheric ecological governance lagged behind, and the initial phase of ecological environmental governance led to a muddled coordination index. Second, between 2016 and 2019, atmospheric ecological governance and urban sanitation governance in Shaanxi entered a mild development phase at the middle stage of governance, and the coordination index tended to increase consistently. Particularly noteworthy is the fact that in 2021, the coordination index tends to be close to 1, which can be attributed to the implementation of large-scale policies that have had significant effects on ecological and environmental governance. The development of atmospheric ecological governance and urban sanitation governance in Shaanxi is comprehensively described using the entropy method and coupled coordination degree analysis. In spite of the fact that the first results of governance have been observed in recent years, it is still necessary to maximise the benefits of ecological governance, further consolidate the results of governance, optimise the governance structure, and aim to meet the ecological environment carbon emission target in the Shaanxi region.
