Device-to-device based vehicle-to-vehicle(D2D-based V2V) communication underlaying OFDMA cellular network can improve spectral efficiency and system throughput. However, frequency reuse interference will severely affect on the communication quality. To overcome this problem, this paper proposes a power allocation strategy with delay QoS guarantee for each D2D-based V2V user′s requirement. The strategy takes the interference of cellular user and D2D-based V2V user into account, and provides the effective capacity as the delay QoS guarantee. Moreover, the Lagrangian dual decomposition method is used to obtain the optimization power allocation. Numerical simulation results show that compared to other strategies, the proposed power allocation approach can significantly improve the system effective capacity.
