La recomposition des formes bureaucratiques dans le développement territorial. Ingénierie territoriale et intermédiations dans les territoires de projet
Abstract
At the heart of territorial processing, engineering puts into practice sets of knowledge and intermediary objects. Such cognitive tool sets ensure the cohesion of multi-level policy making. In this context, modes of contract management do not alter the mediatory function of these tools, even though they get standardized through institutional isomorphism. When territorial engineering turns into bureaucracy, it tends to simply manage procedures within territories which are conceived as implementation areas and disconnected from social stakes.
