An article substantiates the need to address the problem of conceptual and categorical provision and selection of basic paradigm of local self-government theory. The authors analyze the basic provisions of the Concept of reforming local self-government and territorial organization of power in Ukraine, which determines the direction, timing and mechanisms of formation of effective local self-government and territorial organization of power. The concept involves creating and maintaining complete living environment for citizens, providing high quality and affordable public services, establishment of institutions of direct democracy, meeting the interests of citizens in all spheres of life in the territory, reconciling the interests of the state and local communities. The article determines the necessity of forming the legal framework for the activities of local self-governments bodies and executive authorities on the new territorial basis. It should define the powers of these bodies and their resource support as required by the Concept. The authors explore the content of the stages of local self-government and territorial organization of power reform in Ukraine.
