METHODICS FOR EVALUATING THE EFFECT OF STATE SUPPORT INSTITUTIONS IN AGRICULTURE AND PRINCIPLES OF ITS IMPLEMENTATION
Abstract
Analysis reveals that state support for the agricultural sector promotes the creation of economic grounds for rhythmic functioning ofprivate and collective-shared ownership types. The effects of employing such institutes, i.e. their efficiency, determine the status and development prospects of crop and animal-raising industries. Along with horizontal links established between the authorities and economic structures, the production stimulation in these branches gains a coordinating and complementary basis. In situations of market failure (in pandemic conditions), this process is hindered by the imperfection of agricultural legislation, which does not allow agricultural producers to enhance production potential keeping their economic losses at the lowest level possible. As a result, there appears needfor research aimed at identifying methodics for evaluating the effect of state support institutions in agriculture and its implementation principles.
