Development of Mobile Library Application in the Online Constructor: Criteria, Creation Algorithm, Perspectives

The article deals with the alternative way to create mobile applications - if an institution does not have sufficient financial resources to contract the development studios - the use of mobile application designers that allow users to develop a full-fledged functional application in just a few days and without additional knowledge and programming skills. The importance of the criteria for selecting a constructor in the context of the development of mobile applications, is stressed. The criteria are described: choice of the constructor in accordance with the mobile platform on which the application will work; design interface convenience; set of tools; functionality; financial matter. The ratings of free mobile application constructors are examinied and the opinions of experts in the field of IT technologies are analyzed. It is determined that constructors can be used to develop a mobile application by libraries to improve service and communication with users. It is determined that the constructors considered in the article, are designed mainly for users with minimal experience in programming knowledge and therefore can be involved even without special training, they are universal and allow one to create applications optimized for a variety of activity areas. The mobile application in one of the free constructors for the Android platform is developed. Each stage of developing of the mobile application for the information and analytical bulletin «Constitutional process in Ukraine: political and legal aspects» is reviewed in detail. It is determined that today mobile applications can be regarded as a component of a mobile library service, which allows to increase the level of library service, as an effective way to provide additional information to reader, and to contribute to library popularization.
