Research on safety management application based on active safety guidance mode

In response to the problems of the traditional punishment-based coal mine safety management model, the active safety-guided management model, which is based on rewards and a combination of rewards and punishments, was proposed. The model has established a more rigid management system by organizing a wide range of high-frequency advanced safety selection and rewards, establishing a special reward system for production and operation management, and implementing a series of active guidance measures such as safety veto by one vote, public announcement of rewards, exposure of penalties, hearings on unsafe behavior, and rewards for violation investigation and handling, while strictly enforcing the rigidity of the system, strengthening safety management, and cashing in safety penalties. The results show that the implementation of this management model is effective, with a 57.69% reduction in the number of unsafe act outputs in Shangyuquan Mine; after strengthening management, the number of unsafe behavior investigations and punishments in Mindong No.1 Mine increased by about four times, and then rapidly decreased by 72.31%. This management model has greatly reduced all kinds of violations and safety hazards of coal mine units, and greatly improved the enthusiasm of employees and grass-roots managers to take the initiative to safety and act proactively.
