Classification of Public-Private Partnership Projects
Abstract
A classification of public-private partnership projects is developed based on a number of essential and independent features. It is proposed to classify the projects by traditionally considered features (form, stage at which the private partner is involved, source of funding, facilities, implementation, innovation, mechanism of interaction between the public and private partners, number of private partners involved, level of completion, level of public administration at which the project is implemented, legal mechanism of interaction between the public and private partners) and new ones (subject composition of partners, risk level). Moreover, the problems of controversy in singling out certain types of projects within the traditional classification criteria are eliminated. Based on the results of the research, it is proposed to break down corporate and contractual public-private partnership projects by their form; the existing, emerging or acquired ones – by object; projects in which a private partner is involved at the stage of design, construction, or operation of the object – by stage at which the private partner is involved; projects which are financed by a public, private partner or have mixed financing – by source of financing, etc.
