Networks are increasingly used for a range of public benefits. However, little is known about the elements that constitute their governance. The present article aims to discuss the variables that constitute the governance of collaborative networks; how they interact; and why they are relevant. The results point to an analytical model in which governance is composed of the elements that exist prior to the formation of the networks, the existence of shared principles and operationalized by their procedural, structural, and relational components. Confidence is the overarching element needed for its development and learning, with the aim of achieving the expected result.
