Policy Implementation of General Company Logistics Affairs Agency in Utilizing Government Capital Funds in Indonesia
Abstract
The purpose of this study is to analyze the policy implementation in utilizing Government Capital Funds (GCF) for the General Company Logistics Affairs Agency (Perusahaan Umum Badan Urusan Logistik, Perum BULOG) based on Government Regulation Number 49 of 2015 and Number 70 of 2016 to support national food security. This study also aims to find out the obstacles and also determine the development of an effective policy model in the implementation of the policy. For measuring implementation, we use 6 main variables developed by Meter et al. (1975). This study is qualitative methods, we obtained primary data from informants using the snowball technique collected from in-depth interviews, while secondary data came from the laws and regulations of the Republic of Indonesia, the annual report of Perum BULOG, and other sources. This study succeeded in obtaining findings: (1) The implementation of GCF fund utilization has not been optimal to achieve the set targets (2) The implementation of GCF has several obstacles including (a) GCF policy planning is not comprehensive and inconsistent, (b) the difficulty of land acquisition and obtaining an environmental license, (c) GCF funds are very less than the total needs that should be and the confusion of Perum BULOG's business model, (d) discontinuation of the RASTRA Program for poor families and poor food security governance. (3) The development of a model for the implementation of effective utilization of GCF funds is the strengthening of the authority of the institution that manages national food security.
