THE FORMATION OF THE LOCAL GOVERNANCE SYSTEM IN THE SECOND HALF OF THE XVIII CENTURY (ACCORDING TO MATERIALS OF THE YAROSLAVSK PROVINCE)
Abstract
The large-scale provincial reform undertaken in Catherine II's government led to emergence of new administrative-territorial formations which became the base of the country. In the analysis of its results steadily point out artificiality and the "arithmetic" principle in allocation of new formations and the cities administrative centers. At the same time the process of preparation and carrying out the reform within which local conditions and features expressed themselves and which substantially predetermined these results were shown is steadily missed. Besides along with mechanical division of former "big" provinces into new "small" the creation of the administrative centers to which functions of management were assigned was conducted, and for this purpose necessary infrastructure was created in the cities. These problems were for the first time solved in practice in so large scale. Obligations for realization of reform in life were assigned to local top managers - deputies (governor generals) and governors. The presented work is devoted to process of preparation and carrying out administrative reform in the Yaroslavl province, process of preparation and implementation of reform at all its stages is sorted and analysed. The research is executed on the extensive archive material. The majority of sources is for the first time introduced for scientific use.
