A New Perspective on Appointment and Relocation of Healthcare Personnel
Abstract
Manpower is the most critical resource in all institutions operating in the service sector, as it has a direct impact on production capacity. Although Turkey has improved in terms of human resources in health, it is behind the Organisation for Economic Co-operation and Development (OECD) average according to 2019 data. Within this scope, there is a need for appointment, inspection and evaluation tools that will ensure the efficient use of manpower resources, which can be considered as a limited resource in health. In order to increase personnel productivity, sufficient and necessary workforce should be determined realistically. Determining the adequate and necessary workforce is related to the growth and aging of the population, the productivity of the workforce, and the duties and roles assigned to the employees. At the same time, the productivity of the workforce is affected by the design of the work, its density, technological inputs and the diversity of expert personnel. For these and similar reasons, the personnel policies of health institutions and organizations should be closely followed, and the necessary interventions should be made and prepared for future crises. In this context, this study, which presents a new perspective on the appointment and relocation of health personnel in Turkey, is expected to guide the use of workforce in health by reducing both the workload and the loss of time by realizing the personnel distribution in a more balanced way.
