Saisir le métier politique par les agendas
Abstract
The article analyzes the agendas of elected officials in France (local officials, mayors, parliamentarians) and their relationship to time. The agenda plunges the elected official into the dilemmas of time use, which is both a set of resources (time capital is political capital) and a set of constraints (time is counted and defined by exogenous constraints)… We emphasize two salient points. First, the making of the agenda is not an individual undertaking, but a collective political work in which the entourages and teams play an essential role. Secondly, this process involves a set of trade-offs linked to the constraints of roles, resources and the position of elected officials that agendas must reconcile. We focus on the agenda of the container and then on the agenda of the content. Elected officials seek to rationalize their time, but this work comes up against numerous limits.
