This study was conducted in order to assess agricultural applied-scientific modules skills of rural women's cooperatives in Tehran province. The research was descriptive and was implemented through a survey. Using Krejcie and Morgan's (1970) Table a stratified random sampling method was used to select 150 rural women of cooperatives. Due to the limited number of experts, all of 30 experts participated in this study. This study was carried out in two steps. In the first step, women’s educational needs were identified from their own perspectives by the use of Borich-based questionnaire. Results of this step indicated that 17 educational needs had the highest priority “computer and internet”, “modern ways of packaging”, and “entrepreneurship and self-employment”. In the second step in order to determine the congruence level of women and experts regarding the women's educational needs, Quadrant model was used. Results indicated that majority of needs are matched from the women and experts perspectives. In order to make educational program effective, it is necessary to pay attention to women and experts' perspectives, and this can be achieved possible by using Borich and Quadrants model of educational needs assessment.
