Abstract
The rules about freedom of establishment and services provision have the purpose to remove barriers to carry out an important number of economic activities. However, the rules about social services state limits and restraints, because public Administration must keep dignity, health and welfare for needy people. Work analyzes the difference between services that are subject to rules about freedom establishment and services provision and which are excluded for linking with social services. Social rights must be maintained, apart from companies try to obtain the maxim profits. As well, the rules on free concurrence are enforced without interfering provision of the minimum services to needy persons.
