The lack of policies that promote risk management in Portugal and Brazil is a reality, and theinvestment of resources is mainly concentrated in the resolution of crises to the detriment oftechnical and administrative measures of prevention and preparedness for emergencies.Prevention must take the necessary and indispensable measures to limit the occurrence or reduce the negative effects of a crisis. In this context, the role of local communities, such astheir participation in participatory planning, is highlighted, as it involves all stakeholders in thedevelopment of risk management policies and allows the inha bitants of vulnerable regions tochoose the level of risk they are facing. Ready to take over. The role of local communities in therisk management process thus becomes vital: this is the main stakeholder in preparing againstthese extreme events. With this c ommunication, we intend to contribute to the discussion of riskmanagement models in Portugal and Brazil, highlighting the importance of local communitiesand participatory planning as tools for the prevention and coping of disaster scenarios and theirintegr ation into common security policies And civil protection.
