The present article tries to point out the importance of participatory democracy for continuous affirmation of Law Democratic State, shrouded at modifications about citizenship in his evolution between State models following as suffered reforms under Brazilian Public Administration. Through qualitative methodology, especially with historical and hermeneutic procedures and bibliographical sources, the objective is develop the discussion about Popular Participation As legitimation instrument in the decisions that are limited in the administrator space. At the end, show the popular participation and citizens are fundamentals for current democratic model of state.
