ONG féministes égyptiennes et régime autoritaire d’Abdel Fattah al-Sissi
Abstract
In Egypt, women’s rights are not protected from the authoritarianism of Abdel Fattah al-Sisi’s regime. The 2017 law on associations provides for severe repression, especially against feminists. As was already the case when it was created in 2000, the National Council for Women (NCW) is a privileged intermediary of the regime because it allows it to marginalise feminist activists and appropriate their struggle, while encouraging Egyptian women to support al-Sisi and limiting NGO activities to the social sector. "State feminism" is a controversial subject among members of civil society, as is collaboration between NGOs and the NCW, a possible means to escape repression. My investigation does not confirm the existence of a mutual aid network between the various Egyptian NGOs. On the contrary, the authoritarian regime has succeeded in creating a spirit of competition between the country’s organisations, the consequences of which are disunity and the undermining of civil society.
