CONTROLE DE GESTION ET PERFORMANCE DES UNIVERSITES PUBLIQUES AU MAROC
Abstract
Within the framework of the New Public Management borrowing managerial logic from the private sector, the question of managing the Moroccan public university through management control is a topical issue nowadays. Performance being at the heart of the reflection. In this perspective, this article intends to contribute to the work on the implementation of management control in a particular organisational context which is that of the Moroccan public university. The aim of this article is to embark on the actors of university management in order to explore their conception of performance and their modalities of implementation of management control in the context of the Moroccan public university. In order to fulfil this article, we opted for a qualitative approach with an exploratory case study based on a semi-structured interview guide for university management and governance managers. The outcome of our study contribute much more in the reflection of the different representations and perceptions of the actors interviewed of key concepts such as performance, management and control systems. We are also able to interrogate them about the university’s organisational predisposition for implementing a formal management control system and the key factors for achieving better performances. However, our article has many limitations, especially the methodology used and the subjective nature of the exploratory study. Besides, we cannot claim that the results obtained can be applied to all Moroccan public universities. It has been said that, through out this article, we attempt to make our contribution to the introduction of new managerial practices within the Moroccan public university.
