The main provisions of the implementation of state environmental policy in the conditions of globalization

It is noted that the environmental legal order is a system of legal methods of implementing state environmental policy ed by legislation in the field of regulation of environmental relations, where the subject of regulation is the relations of ownership of natural resources, the use of natural resources, relations that arise regarding the protection of the environment from pollution, depletion and destruction, as well as relations to protect environmental rights and legitimate interests of physical and legal persons. The state environmental legal policy is aimed at creating a regulatory framework that allows you to regulate the environmental processes in the society in the interests of the individual, society and the state, ensuring sustainable development. It is proved that the basis for the implementation of state environmental policy is the totality of constitutional rights and freedoms that determine: the use and protection of natural resources as the basis of life and activity of the population; possession of natural resources, does not harm the environment; encouraging activities that contribute to environmental and sanitary-epidemiological protection of the population; ensuring the right of everyone to a favorable environment, reliable information about its condition and compensation for damage caused to health or property by an environmental offense; everyone's duty to preserve nature and the environment, take care of natural resources. It is determined that the principles of state environmental policy in the context of globalization should be improved through the implementation of the following measures: the introduction of resource-, energy-saving and environmentally friendly technologies in all areas of management, including industry, agriculture, energy, transport and utilities; the formation of powerful economic structures to create the necessary conditions for the implementation of programs for the transition of regions to sustainable development; the application of the regional principle of environmental protection and management of the use of natural resources.
