CONCILIANDO ADMINISTRAÇÃO DE PROJETOS COM PLANEJAMENTO ESTRATÉGICO NA GESTÃO DE UNIVERSIDADES FEDERAIS BRASILEIRAS
Abstract
Trategic planning is a way by w hich an organization defines its future, indicating the means to reach goals and achieve the desired vision. Its practice contributes to the institutional self - knowledge, and allows changes in the conduct of their practices in order to bring effectiveness and strategy. A good planning requires that its preparation must be conducted properly, and project management can contribute in the development process by having systematic guidelines that constitutes a beginning, middle and end. This paper aims to verify that the construction of the strategic planning of the Brazilian federal universities have characteristics of project management. To meet the objective, interviews were conducted onsite with managers of federal universities that participated in the drafti ng of the strategic planning of their institutions. The results indicate that the plans are strategic and their scopes possess many characteristics of project management, however, the conduct of proceedings or the means, are different, resulting in difficu lties in the acceptance and implementation of institutional strategic planning.
