« Quatre modèles de prévention » revisités au prisme du Covid-19
Abstract
This article proposes to revisit a text published nearly twenty years ago, devoted to four models of prevention in the light of the Covid-19 pandemic. Returning to each in turn, it focuses more particularly on the model of profane constraint, a very old model made up of prescriptions and above all proscriptions as exemplified by "quarantine" which, like containment, has been updated with Covid-19 almost everywhere in the world. It then shows that, since their implementation was the responsibility of the State concerned, they had to be transformed into a state of emergency; this revealed a strong tension between, on the one hand, the global nature of the pandemic and the responses in terms of global health that it should have or could have implied, and on the other, the way in which each State, particularly in Europe, practised strictly national strategies to combat the spread of Covid-19.
