Characteristics of the control implemented by the employment agency on labour programmes and measures

The subject of consideration of this study is the control procedures implemented by officials of the Employment Agency (EA) regarding the control on employers participating in subsidized employment programmers and measures. The purpose of the study is to analyse the possibility for employers to participate in programs and measures in the field of employment. The scope is limited to those programs and measures that are related to the qualification of the staff or their employment. The reason for this is that the other measures have a social effect rather than an effect on employment. An emphasis is placed on the problems arising both in the on-site attendance checks carried out by EA bodies and in the financial audits based on the documents submitted by the employer. Reasons for the occurrence of these problems have been identified and specific proposals for solving them and improving the communication between the officials of the Employment Agency and the employers have been made. The employment programs and measures financed by the European Union funds have been implemented since the beginning of 2007. This is a long enough period to point out the existing problems, as well as to offer opportunities for their solution in the future. This is the practical significance of the proposed development. The programs and measures implemented by the Bulgarian government are of great importance for the support of employers and staff, especially in times of crisis. Nevertheless, there are several problems that need to be addressed in the future. For example, inadequate education and qualification of the unemployed, discrepancy between the demand and supply of labour, the need for more knowledge and skills in the field of information technology.
