De l’écologie à l’urbanisation : instrumentalisation politique de la dégradation de l’environnement dans un village de métier de la province de Bắc NinhBắc Ninh (Vietnam) ?

Abstract

In 2020, the province of Bắc Ninh will reach an upper administrative level : the city-province. In order to complete this transformation, the commune of Bắc Ninh is sprawling on surrounded areas. The commune of Phong Khê, which has two craft villages, is becoming urban and belongs already to Bắc Ninh city. Phong Khê is very famous for his paper handicraft but nowadays this locality is sadly famous because of the state of its environment. For the authorities, the main solution to fight the pollution due to the intensive industrial activity is to urbanize. If we analyze with attention this option we can observe that the solution is not so obvious. The urbanization of Phong Khê seems to promote the development of the formal sector, seems to increase the environmental impact of the production, and to generate corruption and non democratic practices especially between the new local pre “bourgeois society” (Thayer 2008) and local authorities.
