Transmission and Distribution Cooperative Congestion Mitigation Model and Solution in Power Spot Market
Abstract
Transmission congestion management in the power spot market requires coordination of controllable resources in transmission grid. Considering that there are a large number of distributed power sources and responsive loads in the distribution network, we proposed a two-tier optimal dispatching model that takes distribution company as the main body to participate in power spot market congestion management. The transmission grid layer aims at minimizing the cost of congestion dispatch, and coordinately optimizing the responsive load of each distribution network and conventional units. The distribution network layer aims at the distribution network voltage fluctuations and user response satisfaction, and under the premise of meeting the safety constraints of distribution network, the coordinated dispatch of resources in the distribution network. The ATC algorithm was used to interactively iterate the upper and lower models to realize the economic utilization of the overall resources of transmission and distribution. Finally, the IEEE9-node transmission grid and improved 15-node and 18-node distribution network were simulated to verify the effectiveness of the proposed method.
