إشكالية تمويل التعليم العالي بين الأحادية والتنويع في ضوء تجارب دول

Abstract

يواجه التعليم العالي مشاكل في كل إنحاء العالم، حيث لا تتلقى الجامعات تمويلا كافيا مما يؤثر على نوعية التعليم بها ونسبة الطلبة الملتحقين، فالتعليم في هذه المرحلة لم يعد سلعة للاستهلاك تتمتع بها الصفوة فقط، بل عنصر مهم في الأداء الاقتصادي الوطني ومحدد أساسي لفرص الإنسان في الحياة، ولذلك فان التوسع الذي يحدث على المستوى الدولي هو أمر ضروري ومرغوب فيه، ولكن التعليم العالي مكلف ويواجه منافسة على الإنفاق العام من قبل ضروريات حتمية أخرى، لذلك تعد مسالة تمويله مهمة وحساسة للغاية؛ لذلك جاءت هذه الدراسة لتبيان اهمية دعم الاسلوب الاحادي في التمويل المرتكز على الحكومات والتوجه نحو التنويع، ومن بين الآليات المقترحة تنمية الجهود الذاتية بالتحول الى جامعات منتجة، ورفع مستوى الوعي والالتزام المجتمعي، باشراك المؤسسات الربحية وغير الربحية، الاسر والطلبة في العملية التمويلية، و عرض تجارب في مجال تمويل التعليم العالي، للدول بريطانيا، امريكا واليابان بهدف الاستفادة من مقومات نجاحهاHigher education faces problems all over the world, as universities do not receive sufficient funding, which affects the quality of education and the proportion of students enrolled. Education at this stage is no longer a commodity for consumption that the elite enjoy, but rather an important component of national economic performance and a fundamental determinant of human opportunities in Life, and therefore the expansion that takes place at the international level is necessary and desirable, but higher education is expensive and faces competition for public spending by other imperatives .Therefore, this study came to demonstrate the importance of supporting the unilateral approach in government-based financing and orientation towards diversification. Among the proposed mechanisms is the development of self-efforts by converting to productive universities, raising the level of awareness and societal commitment, by involving profit and non-profit institutions, families and students in the financing process, and presenting Two pioneering experiences in the field of financing higher education, for the countries of America and Japan, in order to benefit from the elements of its success
