The large-scale access of generalized loads to distribution networks makes load sources on the user side a carrier of both load and power supply. It is a trend for distribution planning and research to build a new elastic balance. This paper proposes an elastic electric power and energy balance strategy for distribution networks considering generalized loads. Based on the constraints of power supply reliability and facility capacity, and with the goal of minimizing carbon emission and elastic cost, an elastic power and energy balance model with elastic load participation is established. Finally, the discrete implicit enumeration method and heuristic algorithm are used to solve the model. The calculation results show that the application of the elastic power and energy balance strategy is beneficial to saving the investment of the power network, reducing the peak-valley difference of local power grid, and improving the elastic adjustment ability of the regional power grid.
