The Strategy for Sustainable Integrated Urban Development has become the base document that guides urban regeneration in Spain. In order to clarify the consequences that the European policies for integrated planning and urban regeneration entail the functioning of cities, this article analyzes them from its Anglo-Saxon origin to the intervention tools defined. Moreover, Zaragoza document elaboration case is studied. Findings give evidence that the European Union policies and state transposition of the Directives determine the field of power’s constituent rules which is focused to nullify the urban conflict in terms of consensus technique and real estate promotion.
