The Implications of Managing the Implementation of Sapard Program in Cluj County
Abstract
Starting with the importance of allocation ofthe SAPARD funds (Special Accession Programfor Agriculture and Rural Development) beforeRomania’s adherence to the European Union andthe conclusions drawn from the implementationof this program in the county of Cluj, this paperexamines the correlation between the territorialdistribution and the conditions required from villagescomponents for the countryside development.The development conditions were assessedthrough 12 indicators, organized in 4 groups offactors (,,demographics”, ,,isolation”,,,economy”,,,infrastructure” and other ,,social factors”) evaluatedon a 100 points scale synthesized in a ,,Globalindex of the development conditions” for eachcommune in part.The distribution of funds, of their projectsand their value, both overall and on the variouscomponents measures were examined in the 75communes of Cluj County, grouped in three mainareas of rural realm: the deeply rural, intermediaterural and suburban rural.The resulting disparities led to the formulation ofpossible improving measures for the implementationof funds such as SAPARD, that continue to beallocated in the period after the integration.
