The Migration of Romanian Health Personnel and the Ethics of InternationalRecruitment

In the last decade the phenomenon of international migration of healthcare personnel had increased, emphasizing the global crisis of workforce. In this context, the international recruitment of health personnel became a common practice for many states. In order to set some principles of an ethical recruitment, in 2010 the World Health Organization adopted The Global Code of Practice on the International Recruitment of Health Personnel. This was meant to be a reference tool for establishing and improving the necessary legal frame on the international recruitment of health personnel, but it did not defined the notion of ethical recruitment. This study is a qualitative one, based on interviews to highlight the concept of ethical recruitment in the opinion of representatives of foreign recruitment agencies which participated at fair jobs in Romania and of Romanian doctors who practice abroad.
