This article looks at homeless children and adolescents in downtown São Paulo and their encounters and disagreements with public policies, based on how they move around the city. The article is based on a Masters research project that used cartography as its methodology, following two groups of children in the neighborhoods of Luz and Praça da Sé, in 2018, alongside a mental health service team. The interactions were recorded in the form of field diaries and worked as narratives of their institutional circuits and their encounters with public policies. In opposition to the idea often propagated by state operators that boys and girls in such conditions do not “adhere” to policies, the perspective is that not only do they forge unprecedented uses of social policies, but their ways of life retain singularities that emerge as challenges to public policies
