The frequency modulation performance index is an essential reference for the unit to participate in the auxiliary service capacity of frequency modulation in the power market. It is of great significance to stabilize the system frequency in the power market by improving the frequency modulation performance of the unit. By analyzing the current situation of frequency regulation performance of thermal power units during the four settlement and trial operation of electricity spot market in Zhejiang, this paper summarizes the main factors leading to the low frequency regulation performance index of thermal power units and proposes such means as improving AGC (automatic generation control) rate setting, optimizing coordinated control strategy, comprehensive analysis of the “Two Rules”, sliding pressure curve switching, energizing operation management and energy storage frequency modulation. The application results show that the above measures can solve the low frequency regulation performance index of some units to improve the income of frequency regulation auxiliary services in the power market.
