課程推展體系與協作治理機制的實踐與反思:以中央層級課程與教學輔導組織為例的探討The Reflection and Practice on the Interaction between Curriculum Dissemination System and Collaborative Governance Mechanism: A Case Study on the Curriculum and Instruction Consulting Organization at the National Level
Abstract
課程政策作為一種公共政策,課程推展體系即是一項集體創作與事業,其核心涉及政策、研究與實踐三者相互依存的關係,故為達課程願景與目的,政府部門、大學研究人員與中小學校實務教師三者必須緊密連結、建立共識並相互合作,以建立起夥伴協作的課程治理關係。本研究以課程推展體系中的中央層級課程與教學輔導組織(亦即教育部課程與教學輔導群及教育部中央課程與教學輔導諮詢教師團隊)為研究對象,運用Ansell與Gash所提出的協作治理模型,探討中央層級課程與教學輔導組織作為夥伴協作課程治理機制之一環,如何開展政策―研究―實踐三者整合與協作,其間又面臨什麼樣的問題與挑戰。Regarding the curriculum policy as a public policy, the curriculum dissemination system as affected by the interreliance among policy, academic research and practice, presents the essence of collective creation and an enterprise. Upon this, in respect of curriculum provision and its goals, a collaborative partnership for curriculum governance requires the governmental officials, academic researchers and practical teachers cooperating together to build consensus and henceforth establish tight linkage. In this study, the model of collaborative governance proposed by Ansell and Gash was conducted toward the curriculum dissemination system in Taiwan. The Curriculum and Instruction Consulting Organization (composed of the MOE Curriculum and Instruction Consulting Committee and the MOE Curriculum and Instruction Consulting Team) at the National Level in this system would be portrayed. With regard to practicing the collaboration among policy, academic research and practice, the triangular interaction as well as the rising challenge would be investigated and discussed.
