De Abdallah à Museveni : un « changement dans la continuité » à l’africaine ?
Abstract
The article compares the policies implemented by the international community during two periods of internal crisis in recent Burundian history (1993-1994 and 2015-2016). The changing attitude of external actors during both periods shows a significant attempt at a “transfer of powers” to African states (to the states of the region in particular). The article analyzes the elements of success and failure of this transfer of powers, as well as the differences with the previous attempts at mediation. Even if there are some differences between the current African approach and past international mediation, there are some analogies too. Starting from the Burundian case, the article examines the contemporary mediation of African crises, its continuity with the past, and its future prospects.
