El dispositivo humanitario y transicional de la atención y reparación a víctimas del conflicto armado colombiano en procesos adelantados en la subregión del Oriente antioqueño
Abstract
El artículo analiza el dispositivo humanitario y transicional que se ha configurado en torno a la atención y reparación a víctimas del conflicto armado colombiano a partir de los procesos adelantados en la subregión del Oriente antioqueño. Para ello se realiza inicialmente el esbozo del marco jurídico-institucional de la atención y reparación a víctimas en Colombia. Posteriormente se consideran algunos de los reajustes que se le han hecho a la implementación de ese marco. Finalmente, se perfilan algunas de las iniciativas y de los sujetos que han emergido en el Oriente antioqueño a partir del despliegue del dispositivo humanitario y transicional de la atención y reparación a víctimas así como desde las apuestas de construcción de paz. This article analyzes the humanitarian and transitional device that has been configured around the attention and reparation to victims of the Colombian armed conflict based on the processes carried out in the Antioquian East sub-region. To this end, the legal-institutional framework for the attention and reparation of victims in Colombia is initially outlined. Subsequently, some of the adjustments that have been made to the implementation of this framework are considered. Finally, some of the initiatives and subjects that have emerged in the Antioquian East from the deployment of the humanitarian and transitional mechanism of attention and reparation to victims, as well as from the peacebuilding efforts, are outlined.
