Abstract
Programs for the rehabilitation and valorization of built cultural heritage “cultural properties” in ancient cities, the countryside, ksour, and kasbahs, in addition to archaeological sites, and the rehabilitation programs for religious buildings in the Kingdom of Morocco constitute field models and a theoretical framework for determining the extent of these projects’ commitment to cultural, legal and technical reference following the concepts of preservation and restoration as stated in charters and documents. International laws issued by the advisory bodies associated with UNESCO related to this issue, in light of official governmental and non-governmental recognition of the dilemma of architectural interventions in urban heritage not conforming to national laws, Law 22.80 related to the preservation of historic buildings. And views, inscribed writings, artifacts, and antiques, and to the various guidelines and guidance documents of the International Council on Monuments and Sites, ICOMOS, and the International Center for the Study of the Restoration and Conservation of Cultural Property, ICCROM, and in the absence of a national charter for the restoration of built cultural heritage as a legal and practical framework, and with it the new vision for the management and valorization of cultural heritage, the vision of the Economic, Social and Environmental Council through his proposal is to adopt a national strategy to protect, preserve and value the cultural heritage. The programs to rehabilitate the built urban and cultural heritage of the city of Meknes are a fertile field for reconsidering all of these technical, procedural,and applied processes in preserving construction materials and then building patterns and highlighting the spirit of creativity in the buildings and their decorative elements and designs. The interior is then repurposed with a scientific vision and cultural reference that integrates its external surroundings and interactive environment into the preservation process while highlighting the exceptional global value of its urban heritage classified as a World Heritage of Humanity by UNESCO following the fourth standard in Guideline 77 and the two standards of integrity and authenticity in Guideline 78 associated with the World Cultural and Natural Heritage Convention, Paris 1972. And with it the sustainability of all those intangible values and intangible heritage associated with World Heritage sites. Sustaining heritage is an art, a science, a legal obligation, and with it a commitment to local cultural standards following the controls of international procedural standards in the management of world cultural heritage.
