This study aims to analyze the influence of political culture on behavior and attitude of legislators, highlighting the observation of the phenomenon of political patronage in small municipalities. The problem to be discussed is that the political culture of the councilors of small municipalities? The hypothesis to be tested states that the members of the legislature has a political culture incongruent with democratic consolidation, marked mostly by clientelism. It is used as the methodological assumption bibliographic references and quantitative data collection. The results demonstrate that the guarantee of individual favors and especially differential access to public services is currency among politicians and local people, even if recognized by lawmakers as illegal practice, which reveals a political culture incongruent with democratic consolidation.
