One way to study educational policies is to unveil their backstage, real intentions and negotiations. The understanding that education can be a business and not a subjective right opens doors to create na educational market where everything can be bought and sold. This requires different ways for researching and mapping these relationships through new concepts and methods. The network ethnography is one of the possibilities for analyzing social and policies networks. Data can be collected online and saved for off-line analysis. This type of research is comprehensive and can include several methods: surveys, interviews, social network analysis. The policy networks are dynamic and flexible, they are in constant movement, connections are made and broken at any time, and the network can be extended and to include other networks, such as the example presented in this paper, the Movement Network by the Base (Rede do Movimento pela Base) and the “Everyone for Education” (Todos pela Educação) case. Thus, the links between the institutions and the people who form a network are revealed and seek understanding how the policies mobility happens and how the network works.
