Those moments become visible " metaphorical surplus particular struggles "generate the conditions for" live the experience of a supra-group identity ". Moments that no rhythm to the ordinary lives of people , but entered as a cut above the body, but at the same time not become paralyzed in an absolute present , but cast shadows into the past and into the future, undertake to recover the course of history and work incessantly on collective memory.The political and social conflict as framed in the current history of the department of Risaralda. This research paper takes as a backdrop this exceptional conflict between state and collective of young women and Afro-Colombian community, precisely the level that was at stake political interests with ethnic population but with the aim of developing a problem that however transcends the situation in our country: the agrarian conflict and land restitution .The problem goes further, to particular characteristics of the relationship between the state with the ethnic population. Whereas our work is located in a permanent balancing between drafting history and empirical inquiry, we will order the art assuming that balance. O n the one hand, will realize some background in discussions on the political system, we will see how the institutional work. O n the other, we realize the state of art in relation to studies on the agrarian conflict and land restitution, both in regard to its characterization as the role of political and territorial institutions and their interaction, we finally focus in public policy, as one tries to analyze the existence of inclusion on the differential approach to ethnic communities in the Colombian context.
