Smart and digital cities aim to develop and integrate an information and communication technology-based infrastructure to improve their citizens’ quality of life and accelerate access to information and public services. However, this digital era brings new challenges, including a digital divide between certain segments of the population. Based on the context and challenges of people with intellectual disabilities, this article presents a model for enabling accessibility to digital services as well as three recommendations for developing partnerships between citizens and institutions in order to create an inclusive smart-digital community.
