The low altitude performance of the fuze is the key factor for the combat effectiveness of air-to-air missile at ultra-low altitude. Especially, it is more necessary to evaluate the capability characteristics of the radio fuze in the near-field sea background. Firstly, based on the rough sea surface model, the theoretical models of the electromagnetic scattering field and the composite scattering echo of sea surface targets are established by using the methods of physical optics, physical diffraction and four-channel composite scattering prediction. Secondly, the sea background echo of the radio fuze and the composite scattering echo of the target are simulated and analyzed under different wave bands, different sea conditions and different rendezvous conditions. The sea background echo data of the radio fuze is obtained by carrying out the low altitude flying short-range echo characteristic test on the sea surface and the compound echo characteristic test on the sea surface and the target. The comparison of the results between the tests and simulations shows that the Doppler echo amplitudes are basically consistent.
