Although the humanitarian community acknowledgesthe need for good quality data in programme design andmonitoring, the challenges and demands of field settingshave too often led to the argument that “we just don’thave time” or “it is too difficult”. Yet without the allocationof time and resources to the collection of baseline andmonitoring data, project activities cannot be groundedin strong evidence from programme evaluation.
