The Evidence-based Policy (EBP) becomes a prevalent issue to fill the deficiency of Regulatory Impact Assessment (RIA) implemented in several countries. EBP emerged in regulatory governance networks with the spread of regulatory reforms in the 1990s. In this period, market-state relations came toward a distinct phase with the rise of regulatory mechanisms. Consequently, quantitative methods became more critical for the analysis of future policies. In this context, EBP began to implement in the United Kingdom to transcend insufficiencies and complexities of social and economic regulations. The critical role of the Organization for Economic Co-operation and Development (OECD) contributed to the transfer of the approach to various countries. The first section of this paper discusses the relationship between knowledge and modern political power to clarify the current issue. The subsequent parts elaborate the link between regulatory reforms, implementation problems of RIA, and the rise of EBP. Although EBP appears to be an outcome of rationalization for political decisions by applying knowledge in decision-making processes, it does not immediately produce successful and appropriate solutions. This paper intends to reveal the context in which EBP emerges and the expected or unexpected outcomes of it.
