In this article one undertook the test of evidencing basic sources of changes on the labour market. Partly first one defined the notion of the institution. Then one analysed the labour market as the system of the special regulation. Mostly one turned the attention on the technical progress and technological involver structural transformations, as well as the growing competition and processes of the globalization which extort flux and the evolution of the institution the labour market. Then one adverted on costs of the unemployment and institutional changes on the labour market. At last one reflected, whether at present one can obtain a time of the full employment. Generally, to reducing of the total unemployment would be able to to favour international programmes.
