On the issue of whether climate change should be taken into account in economic decisions, the federal administration’s attitude during the Bush Presidency sharply contrasted with the attitudes of earlier administrations, particularly in the 1960’s and 1970’s. The limited concern for climate change which the federal government exhibited in the international arena did not reduce, however, the mobilization of states and local communities on this issue.
