ORGANIZAȚIA NAȚIUNILOR UNITE: PERCEPȚII ASUPRA OBIECTIVELOR PRIVIND PROCESELE DE REFORMĂ A ORGANIZAȚIEI
Abstract
As the United Nations evolution is a permanent process of adapting to new responsibilities, constraints and relationships of force and influence among its members, reform has also been a constant concern within and outside the system. Present on all continents and in issues of global resonance, the organization has been continuously exposed to research and public interest. As a result, stages of its existence and reform strategies are subjects of various scientific studies, of the proposals of the Member States and also of the programs developed by the Secretariat.Thus, in this article we refer to the changes in the set of forces that determine the necessity of the reform, which are equally motivational and operational resources of change, as well, are emphasized researcher’s opinions regarding the impact of global issues on the profile of an intergovernmental organization, created according to the principle of national sovereignty.The reform of the UN system should focus on institutional progress and targets that will lead it to a democratic debate which address as well the development strategies related to the compliance with the equity international law and regulation.
